The center began construction in 2007 and became operational in 2011. The hall is owned by the Yosua clan, one of the clans in Kampung Berap. The total area of ​​the hall is around six hectares. At the front, around two hectares there are office buildings and employee houses. At the rear, four hectares with ponds and two spawning hall buildings.

Oni, the Head of the Technical Services Section and goldfish coordinator, said that the hall is a provider of fish seeds for various aquaculture centers in Jayapura. There are three types of superior fish developed, namely, tilapia, goldfish, and catfish. Although the hall is now only providing seeds of tilapia, goldfish and catfish, in the future Papua native fish seeds are also expected to be developed. "Lots of it but it hasn't been developed yet. The problem is, no one intends to go there or the government does not have a program to develop it. "
